Offline POS sales vs offline E-VAT in Ghana
Why storing a sale during an outage is different from issuing an authorised E-VAT receipt offline.

An offline POS can hold supported sales locally, but that is not automatically an authorised offline E-VAT invoice. GRA describes an offline period for its own E-VAT system after a signature key is obtained. A merchant must confirm the permitted route and limits for the exact installed setup.

Two different queues
One queue may hold a retail sale awaiting normal synchronisation. Another may relate to fiscal authentication or transfer. Staff need to see which stage a document has reached. Calling both states 'offline' can hide a receipt that never became valid.
Plan the restart
After the connection returns, the system must avoid submitting the same transaction twice. Test a forced interruption during checkout, a retry after reconnection and a shift close with pending items. Keep stable transaction references throughout.
Verify the allowed window
GRA's E-VAT information describes generating electronic receipts online or offline for up to 24 hours after the key step in its published workflow. Do not apply that statement to an unrelated POS or promise that every merchant may issue fiscal receipts offline for 24 hours.

- Label ordinary saved sales separately from fiscal receipts.
- Test retry and duplicate prevention.
- Confirm offline permission and duration with GRA for the installed route.
